Dear Mr. Monbeck:

	Thanks for your October 2 letter.  I am not much worried
that the groups you mention will get significant actual U.S. support.
Unfortunately, they don't need it in order to put a number of countries
into a position of requiring nuclear weapons to survive.  As Angola
shows, obtaining the active support of the Soviet Union is enough
to win if the U.S. can be prevented from supplying arms to the other
side.

	In my letter to the %2Times%1, I tried to separate my opinion
of what the U.S. should do from my opinion of what other countries
would be motivated to do by the present U.S. paralysis.  We shouldn't
regard ourselves and the Russians as the only countries
with policy options.

	It seems to me that the groups you mention - with the possible
exception of the Iranian Student's Association about which I don't
know much - are not out to convince us that they represent "liberal
democracy".  They and their American supporters want us to accept
"people's democracy" which doesn't require free elections or free
speech or freedom to emigrate.

	I am not clear about what kind of group you advocate,
but I would like to hear more.
